What is USDA Organic Certification?
The USDA Organic label is administered by the United States Department of Agriculture under the National Organic Program (NOP). To use the USDA Organic seal on a product sold in the US, the product must be certified by a USDA-accredited certifying agent and comply with NOP standards (7 CFR Part 205). This certification verifies that the argan oil was produced without synthetic pesticides, fertilizers, GMOs, or irradiation.
For imported products, the foreign producer must hold a valid NOP certificate. The USDA maintains an organic integrity database where importers can verify any supplier's certification status in real-time.
What is Ecocert Certification?
Ecocert is a French-based international organic certification body founded in 1991. It certifies products under several standards, including the EU Organic Regulation (EC 834/2007), COSMOS (cosmetic organic standard), and its own Ecocert Organic standard. Ecocert is particularly prominent in Europe, Africa, and Asia.
Many Moroccan argan oil producers hold Ecocert certification because of the strong trade relationship between Morocco and France/EU. However, an Ecocert certificate under EU organic regulation does not automatically qualify a product for USDA Organic labeling in the United States.

The EU-US Organic Equivalency Agreement
The US and EU have an organic equivalency arrangement that allows products certified organic under EU regulations to be sold as organic in the US, and vice versa — with some conditions. However, this equivalency applies to agricultural products, not cosmetics. If your argan oil is for food use, an Ecocert certificate under EU organic regulation may be accepted under this equivalency. For cosmetic argan oil, you'll need to verify the specific certification scope.
What to Ask Your Moroccan Supplier
Before placing an order, request the following documentation:
- NOP Organic Certificate: Is the certificate issued by a USDA-accredited certifying agent? Verify on the USDA Organic Integrity Database.
- Ecocert Certificate scope: Does it certify under EU organic regulation, COSMOS, or Ecocert's own standard?
- Transaction Certificate (TC): For each shipment, a TC should be issued linking the specific batch to the organic certificate.

Labeling Requirements in the USA
Under NOP regulations, there are four categories of organic labeling:
- "100% Organic": All ingredients must be certified organic.
- "Organic": At least 95% organic ingredients. May display the USDA seal.
- "Made with Organic [ingredient]": At least 70% organic ingredients. Cannot display USDA seal.
- Less than 70%: Can only list organic ingredients in the ingredient panel.
For pure argan oil sold as a single-ingredient product, it qualifies as "100% Organic" if the source material is NOP certified. This is the highest marketing value for your product.
